Car Neon: Street Glow vs ICE LED (the new ufo european ones)?

any one know the difference in the strret glow underbody neon kits and the European ICE LED ufo kits.......like which is better or the better buy:? My friend says that "LEDS" are cheap and they suck and that street glow doesnt use LED's, they use neon, but i thought they were all considered LED's.....Who's right?
